Baby Loss Certificates Could Be Fully Operational in Northern Ireland by End of 2025

Upper Bann MP, Carla Lockhart, has welcomed significant progress in the long-running campaign to introduce a **Baby Loss Certificate scheme** in Northern Ireland. The **drafting of primary legislation** is now underway, with the legislation expected to be introduced to the Assembly in the coming weeks. 

This scheme, which is already available in England, provides grieving families with **official acknowledgment of their loss**—something many bereaved parents have long called for. With work now progressing to develop the necessary legal framework and administrative processes, it is anticipated that the scheme **could be fully operational by the end of 2025**. 


Carla Lockhart MP, speaking on the development, said: 


*"For too long, parents in Northern Ireland who experience the heartbreak of baby loss have not had the formal recognition they deserve. This legislation is a vital step in addressing that. A Baby Loss Certificate will provide bereaved parents with official acknowledgment of their unimaginable loss, offering comfort and validation at such a difficult time."* 


"I welcome the progress being made and will continue working to ensure this scheme is implemented as quickly as possible. No parent should feel that their grief is overlooked, and I will keep pushing to see this legislation delivered without delay. I want to thank all those who have helped me campaign and particularly those who signed my petition calling for this scheme to be introduced.”


The introduction of this scheme will bring Northern Ireland in line with the rest of the UK, ensuring grieving families receive the recognition and support they need.
