Carla Lockhart MP Welcomes Confirmation of Planned Introduction of Baby Loss Certificates in Northern Ireland

Upper Bann MP, Carla Lockhart has welcomed the recent announcement by the Department of Finance that Northern Ireland will introduce a Baby Loss Certificate scheme, providing much-needed recognition to families who have suffered the loss of a baby. The confirmation, which comes during Baby Loss Awareness Week 2024 marks a significant step in acknowledging the grief experienced by many parents across Northern Ireland. 

The scheme will allow parents who have lost a baby during pregnancy up to 24 weeks to apply for an official Baby Loss Certificate. This scheme aims to allow families whose loss occurs before the current threshold for birth and death certification to apply for this formal recognition of their baby. For many, the inability to obtain a certificate has been a source of added emotional pain during an already challenging time.


Carla Lockhart MP, who has lead the local campaign for the introduction of the scheme, expressed her heartfelt appreciation for the decision. "This is a crucial step forward in providing recognition for the deep pain and loss that so many families have faced. These certificates will acknowledge the profound grief experienced during what is speaking from experience, an unimaginably difficult time," she said. "I commend the Department of Finance and the Department of Health for committing to this, and for working to bring it forward as soon as possible."


Ms Lockhart’s advocacy for the Baby Loss Certificate scheme in Northern Ireland began following its implementation in other parts of the UK, where it has been embraced as a compassionate step for bereaved families. She thanked those who supported her efforts by saying, "The courage and determination of those who shared their personal stories with me and the wider public have been crucial in bringing about this change," she noted. "To everyone who signed the petition or spoke out in support of this issue, thank you. Your voices have made a real difference."


The announcement follows recent developments in England, where their Baby Loss Certificate scheme was extended to all parents who have experienced a loss, regardless of when it occurred, with no backdating limitations. Ms Lockhart has already made representations to the relevant authorities, seeking a similar extension for Northern Ireland. She emphasised the importance of ensuring that the scheme here is comprehensive and inclusive, reflecting the needs and experiences of all bereaved parents.


Carla Lockhart MP reiterated her commitment to supporting bereaved families and ensuring their voices continue to be heard. "I am deeply honoured to have stood with you on this journey," she said. "This scheme will bring comfort to many families, and I will continue to work to ensure it is implemented swiftly and that its benefits reach as many people as possible."
