Lockhart Raises Alarm Over Proposed Changes To PIP and Universal Credit

Carla Lockhart MP • March 18, 2025

Upper Bann MP, Carla Lockhart has challenged the government on its deeply concerning proposals for changes to Personal Independence Payment (PIP) and Universal Credit, warning that the reforms could disproportionately harm those in genuine need.

Speaking in Parliament today, the Upper Bann MP highlighted the significant distress these proposals are causing among vulnerable people, particularly those with hidden disabilities and mental health conditions. Under the new system, claimants must score a minimum of four points in at least one activity to qualify for the daily living element of PIP.

Carla Lockhart MP said: “This is a deeply flawed approach. For many people with mental health conditions or fluctuating illnesses,it would be difficult to achieve this proposed 4 point requirement. These reforms risk leaving some of the most vulnerable in our society without the vital support they rely on to live independently.”

Concerns were also raised over the government’s approach to tackling fraud, with the MP warning that sweeping changes to the welfare system will likely punish genuine claimants while failing to effectively target fraudsters.

“Fraud must be tackled, instead of properly resourcing fraud investigation teams to go after those who deliberately abuse the system, the government is pressing ahead with changes that will most likely allow fraudsters to continue defrauding the system while penalising those who genuinely need support.”

Carla Lockhart also criticised Labour for failing to deliver the change they promised before the election, with this latest decision following other controversial moves impacting Winter Fuel Payments and WASPI women.

“This government claims to be different from the last, but when it comes to welfare, they are making the same damaging mistakes. People across the UK were promised fairness and compassion, but all they are getting is fear and uncertainty. Labour must rethink these changes before more damage is done.”

Carla Lockhart MP has vowed to continue holding the government to account and standing up for those in need of a fair and compassionate welfare system whilst penalising those who abuse the system.
